Turlock's veterans served this country. Now it's the City's turn to serve them. Through public and private partnerships, Turlock will expand healthcare access, workforce support, and housing resources for local veterans — and establish itself as the Central Valley's regional veterans hub through a coordinated one-stop center model.

Building a regional hub takes sustained effort. Partnerships with the VA, county agencies, and nonprofits develop over time. If pursued, the commitment begins when the decision is made — the full hub model is a multi-year build.

Funding Principle

Veterans services are funded primarily through federal VA programs, state veterans funding, and nonprofit partnerships — not the City's general fund. The City's role is coordination, advocacy, and removing barriers to access. New City expenditure is targeted and limited.

Healthcare Access

EXPANDING HEALTHCARE FOR VETERANS

Pursue public and private partnerships to expand healthcare access for local veterans — connecting them to VA services, community health resources, and specialized care without requiring long-distance travel.

Partner with the VA Central California Health Care System to expand access points and reduce travel burdens for Turlock-area veterans

Connect veterans to community health clinics, behavioral health services, and specialized care through the one-stop center model

Connect veterans to employment, job training, and career development resources — leveraging the City's workforce pipeline programs and partnerships to translate military experience into civilian career success.

Integrate veteran workforce support into the City's broader Workforce & Education Initiative — including paid internship pathways within City Hall and partner agencies

Partner with local employers, trade associations, and the Chamber of Commerce to create veteran-preference hiring programs and career placement pipelines

Connect veterans to targeted job training programs in healthcare, public safety, skilled trades, and infrastructure — sectors where military experience translates directly

Provide resume translation support, interview preparation, and professional development resources through the one-stop center

Align with the MPS degree pathway for veterans pursuing careers in law enforcement, fire services, or emergency management

Develop supportive housing partnerships with nonprofit organizations to provide stable, affordable housing options for veterans — including those experiencing homelessness or transitioning out of service.

Integrate veteran housing resources into the City's broader Housing & Homelessness Solutions framework — ensuring veterans have a clear pathway from shelter to stable housing

Regional Veterans Hub

TURLOCK AS THE REGIONAL VETERANS HUB

Establish Turlock as the Central Valley's regional veterans hub through a coordinated "one-stop" center model — bringing healthcare, workforce, housing, and benefits navigation services under one roof.

Key Details

Develop a "one-stop" veterans services center model — co-locating healthcare navigation, workforce support, housing resources, benefits counseling, and community connection in a single accessible facility

Position Turlock as the regional hub for veterans services across Stanislaus and Merced counties — reducing the fragmentation that forces veterans to navigate multiple agencies across multiple locations

Partner with the County of Stanislaus, the VA, nonprofit organizations, and private sector partners to staff and sustain the hub model

Leverage the City's central geographic position within the San Joaquin Valley to serve veterans from surrounding communities who lack local access to comprehensive services

Pursue federal and state designation as a regional veterans services hub — unlocking dedicated funding streams and federal partnership opportunities
